The Indianapolis Speedrome posts Rules of Competition with the intention of
providing fair, safe and equal racing conditions for all competitors of all
classes — Late Models, Stocks, Modifieds, Roadrunners, Bomber Figure-8, Hornets,
Naskarts, Legends & Bandoleros. The rules below were revised Nov. 18, 2006 and may be revised at any
time. Currently effective copies of these Rules of Competition are available at
the administrative office of the Indianapolis Speedrome, 1427 West 86th Street
Suite 196, Indianapolis IN 46260 or in the Pit Office during each race event or
can be downloaded at www.speedrome.com.
0.50 The Indianapolis Speedrome is private property. Any person
entering onto this property without the permission of Indianapolis Speedrome
management will be considered a trespasser and will be subject to the penalties
for trespass prescribed by law. The Speedrome Pit License gives the participant
the authority and right to be on the Indianapolis Speedrome property for the
purpose of racing activities. The management of the Indianapolis Speedrome
reserves the right to revoke and cancel this authority at any time it decides
the participant's presence or conduct is not in the best interests of the
Indianapolis Speedrome, its other participants, its fans, and/or its employees.
1.10 The Chief Steward of the Indianapolis Speedrome has the ultimate
authority for the interpretation and enforcement of these rules. The Chief
Steward reserves the right to revoke the Speedrome License, to suspend
indefinitely and to levy a fine against any participant who displays
unsportsmanlike conduct. The decision of the Chief Steward is final.
1.20 Each official of the Indianapolis Speedrome is responsible for the
enforcement of all rules fairly and equally towards all participants.
1.25 No official, employee or agent of the Indianapolis Speedrome can give
physical assistance (except as outlined in 1.26 below) to any competitor during
any race event. A competitor will be disqualified from any event in which he or
she has received such assistance.
1.26 A wrecker and/or track official may lift a car off another car, lift a
car off the wall, or assist in the separation of two or more cars locked
together. The wrecker or officials can assist in performing necessary work to
clear the track and/or avoid additional damage to cars. If the assisted car is
to continue in the race, it must leave the scene under its own power or be
pushed by another racecar in the race. A racecar pushed off or removed from the
track by a wrecker may return to the Figure-8.
1.30 The Indianapolis Speedrome will provide each participant, insurance
coverage while signed into the Pit Area. These benefits apply to injuries
sustained in accidents on the racetrack or in the Pit Area during a race event.
These benefits do not apply to seizures or illness or injuries sustained in
non-accidental occurrences such as fights. Liability insurance coverage with
limits of $1,000,000 is provided for the protection of the driver, car owner and
sponsors in event of a lawsuit arising from an accidental event on the racetrack
or in the Pit Area.
1.40 A State certified ambulance and experienced emergency medical
technicians would be on duty to provide immediate emergency treatment to
injuries sustained in accidents on the racetrack or in the Pit Area during each
race event at the Indianapolis Speedrome.
2.10 Each participant at
the Indianapolis Speedrome is expected to understand these Rules of Competition.
By purchasing a Participant License, each participant agrees to abide by these
rules and to accept the decision and direction of Indianapolis Speedrome
officials in the enforcement of these rules. The participant, under those
conditions, is expected to understand the Rules of Competition of the proper
sanctioning body.
2.15 Each participant at the Indianapolis Speedrome is expected to have
inspected the Pit Area, racetrack, race procedures, and race conditions previous
to his participation. If, in his opinion, conditions are unsafe, he or she
should not participate. Any participant who observes an unsafe condition should
report that condition promptly to the Chief Steward. Each participant is
expected to understand and anticipate the potential dangers inherent on the
racetrack and in the Pit Area and to be alert at all times to prevent injury to
one's self and others.
2.20 Each person signing into the Indianapolis Speedrome Pit Area is
expected to conduct him or herself in a sportsmanlike manner. Sportsmanlike
conduct by a participant includes:
a) No fighting, no verbal abuse and no behavior threatening violence of any
kind on any property of the Indianapolis Speedrome.
b) No use of alcoholic beverages before or during a racing event.
c) No possession of prohibited substances or weapons of any kind on
Speedrome property.
d) Respect for Indianapolis Speedrome officials and a willingness to accept
their decisions and directions.
e) No public address system interviews, display of signs, or painting on
racecars that use obscenity, or profanity, or are considered in bad taste by the
management of the Indianapolis Speedrome.
2.25 Each person signing into the Indianapolis Speedrome Pit Area is
expected to be free from the possession, use, and sale of illegal drugs and drug
paraphernalia at all times both on and off the Speedrome property. The
management of the Indianapolis Speedrome reserves the right to require any
participant to produce documentation from a physician licensed in the State of
Indiana, as a result of random and periodic examinations and urinalysis testing,
certifying that the participant is independent of illegal drugs.
2.30 Each participant is expected to respect and observe all
governmental laws and ordinances while on the property of the Indianapolis
Speedrome.
2.40 Each participant agrees to protect at all times and to the best of his
or her ability, the property and good reputation of the Indianapolis Speedrome.
2.50 Participants must report any injury sustained in the Pit Area or on the
track to the ambulance technicians immediately. Participants are expected to
follow the instructions of ambulance personnel relative to future involvement in
racing activities and/or the necessity of transportation to the hospital for
examination. Any participant who chooses to ignore the directions of the
Speedrome emergency team may forfeit the participant accident insurance coverage
provided by the Speedrome. Injury must be reported to the ambulance technicians
and an injury record made by those technicians to document potential accident
insurance coverage. No insurance claim or claim payment process can begin before
the Accident Report is completed. No Speedrome official, ambulance or security
personnel or participant can make any representation of responsibility by the
Speedrome of any medical services provided off the Speedrome premises. The
insurance company can only assume this responsibility after consideration of the
Accident Report completed by the participant and other information about the
injury. The insurance company will not provide insurance coverage for subsequent
medical treatment that is unrelated to an accident at the Speedrome or
inappropriate for the nature of the injury. Any driver injured in the Pit Area
or on the track whose injuries require hospital medical services shall be
required to obtain a written physician's release in order to resume racing.
3.00 Minors, ages 5 years
or older, may be admitted into the Pit Area of the Indianapolis Speedrome during
competition conditions, provided they are supervised by parent or legal guardian
at all times and all waivers including a Minor Release, are signed by a parent
or legal guardian. Participants 17 years and younger must have a Minor Release
signed by parent or guardian. Participants, ages 12-16 years, may compete in
Kenyon Midgets, ¼ Midgets provided all waivers, including Minor Release, are
signed by a parent or legal guardian. A photo ID of Minor and parent/guardian is
required.
3.10 Each participant entering the Pit Area must have a valid 2005 Speedrome
Crew Member License or 2005 Speedrome Driver License in his or her possession. A
fee is charged for the 2005 Crew Member License and 2005 Driver License.
3.15 Each participant entering the Pit Area must purchase a Nightly Pit
Pass.
3.20 Each participant who drives a car on the track at any time must have a
valid 2005 Speedrome Driver License. The Speedrome reserves the right, upon
recommendation of its consulting physician, to declare invalid the Driver
License of anyone whose participation as a driver might endanger his or her own
health or safety of other drivers and/or participants.
3.30 Every driver must wear a safety helmet designed specifically for auto
racing that meets or exceeds the 1990 Snell Foundation specifications. This
helmet must be properly fitted and be tightly fastened on the driver's head when
he or she is on the racetrack or infield and any cars are moving on the
racetrack. Only helmets that meet or exceed the 1990 Snell Foundation and/or SFI
Foundation 31.2 specifications, and are labeled as such, will be allowed for
use.
3.35 Every driver must wear a long-sleeved uniform designed by the
manufacturer as a fire resistant racecar driver's uniform and gloves. The
uniform must fit snugly around the neck, wrists and ankles and cover the
driver's entire body at all times he or she is on the track or infield. Fire
resistant face mask, underwear, socks and shoes are strongly recommended for
every driver at all times on the race track. The equipment listed above must be
designed by the manufacturer to serve as fire resistant for auto racing drivers.
Driving uniforms, driving gloves, etc., that meet or exceed the SFI Foundation
specifications 3.2A and 3.3, and are labeled as such, will be allowed for use by
these rules.
3.50 No participant may use a radio-transmitting device on the Speedrome
property. No driver may use a radio device that is capable of receiving and/or
transmitting any radio transmissions on the racetrack for any event, including
the World Championship Figure-8 Three-Hour Endurance Race.
3.55 Any property, including vehicles, taken into the Pit Area or onto the
track surface during a race program is done so only at the risk of the owner.
The Speedrome assumes no responsibility for property taken into the pits by a
signed-in participant before or during a race event.
3.57 Fuel in the Pit Area must be in the fuel tank of the racecar or in
containers of no more than five gallons capacity that are approved for the
transportation of fuel. The Indianapolis Speedrome reserves the right to require
a participant to remove certain fuel containers from the Pit Area, and all other
property under its control, when those containers in any way present an unusual
hazard. No fuel can be dumped on the ground and all unused fuel must leave with
the participant upon exiting the Pit Area. VP racing fuel, available at the
Speedrome, is recommended. VP racing fuel purchased at the Speedrome is not
for re-sale.
3.58 Engine oil, rear end lubricant and all other oil-based liquids must be
disposed of in the designated container in the Pit Area. No oil can be dumped on
the ground.
3.59 No tires can be left in the Pit Area or on any other property under the
control of the Indianapolis Speedrome. If tires are left, management has the
right to impose a $10.00 per tire fine.
3.60 The Speedrome Pit Area is closed to all vehicles except the race car
and the tow vehicle (or hauler) to which the race car is attached when it enters
the Pit Area. No mechanically powered push or personal transportation vehicles,
tractors, ATV's, scooters, etc., are allowed in the Pit Area except for electric
powered wheelchairs.
3.63 The Indianapolis Speedrome management reserves the right to not allow
into the Pit Area any tires, wheels, fuel or other racing equipment not allowed
in the Car Construction Rules. Any sale or re-sale of racing equipment by
non-authorized vendor's) is strictly prohibited.
3.65 Parking locations in the Indianapolis Speedrome Pit Area can be
reserved.
1 thru 29 — $275 for Season and World Championship Figure-8
30 thru 48 — $275 for Season and World Championship Figure-8
49 thru 65 — $275 for Season and World Championship Figure 8 Pit Area is contained to the
assigned number and space available. Pit Area is limited to one racecar. The
assigned pit number is the only identification allowed-no team, driver, and
sponsor, etc. identification permitted. Pit Area is a self-contained, no
electrical outlet, water lines, etc. provided. Pit Area is to be free of trash,
parts, tires, etc. after each race event. Failure to comply will result in
fines. Car owner is responsible for any damage to Pit Area. Pit Area may be
sublet or transferred, pending approval by Indianapolis Speedrome management
with $25 transfer fee payable to Indianapolis Speedrome. All racecars in Pit
Area must be parked to insure their easy movement and access to the racing
surface. The Indianapolis Speedrome management reserves the right to change
rules regarding entrance and/or parking of vehicles in the Pit Area should space
limitations make the movement of racing cars difficult or should safety
conditions require such a change.
3.70 The Pit Area will be closed one hour after the end of the last racing
event of the evening. Participants must remove all property, including racecars,
from the track, Pit Area, and Speedrome parking lots within that hour. The
Speedrome takes no responsibility for any property, race vehicles and/or
equipment or other personal property left in the pit and track area after
closing. Speedrome management has the right to remove racecar, equipment,
property, etc. from Speedrome property at car owner's expense.
3.75 The speed limit in the Pit Area is five miles per hour.
4.50 Exhaust noise created
by a car at the Indianapolis Speedrome cannot exceed 105dB.
5.02 One lap qualification
runs begin when the car pulls onto the track. If the car is not able to complete
the one qualification lap after it is pulled onto the track, the car will be
considered a non-qualifier. Cars that are disqualified for technical reasons
after their qualification lap, cannot qualify again-the car will be considered a
non-qualifier. Once a qualification attempt is made or attempted that car cannot
attempt to qualify again. Cars that have not attempted a qualification run and
are in line at the on-track gate when qualifications close will be allowed to
take their qualification lap.
5.05 The four corner markers mark both the Speedrome oval and Figure-8
racecourses. The car must go above, or make contact with, the four corner
markers to be scored for a completed lap. The two markers in the middle of each
turn are inside track markers, but are not considered in the scoring of a
completed lap.
5.10 No participant may enter onto the track surface or the designated
emergency areas outside the track at the track gates without permission from a
Speedrome official.
5.20 Drivers must remain in their cars on the track and on the track infield
whenever the green flag or yellow flag is being displayed. A driver in a car on
the race track or in the infield must have his or her helmet on, be in
his seat with his safety belts tightly fastened, and have the safety door net in
place whenever green or yellow flag racing conditions exist on the race track.
Only under conditions that threaten an immediate danger from fire may a driver
get out of the car on the track during racing conditions.
5.25 On a start or re-start of a race on the oval, a car must go above, or
make contact with, the southeast turn marker to be credited with the completion
of the lap started by the display of the green flag.
5.27 On a start or re-start of a race on the Figure-8, a car in the line-up
of cars on the track, must go above, or make contact with, the northwest turn
marker tire to be credited with the completion of the lap started by the display
of the green flag. A car starting or re-starting a race on the Figure-8 from the
on-track gate is not required to go above, or make contact with, the northwest
turn marker tire to be credited with the completion of the lap started by the
display of the green flag.
5.30 On a start or re-start, racing begins when the green flag is waved.
Line-up positions should be held until the green flag waves and the simultaneous
display of the green light. For some classes of cars, it is required that a car
holds its line-up position until it reaches the starting line.
5.31 No car may leave the Pit Area to enter a race after the green flag has
been shown to start the race.
5.32 In Late Model, Stock, Roadrunners, Hornets and Bomber Figure-8 events,
the display of the yellow flag and light means only that there is a problem on
the track for which the driver should be aware. The yellow does not mean to hold
position and slow down. Racing continues under the yellow flag. In Modified,
Midget events, the display of the yellow flag means there is a problem on the
track. All drivers must hold position and slow down. Yellow flag laps are not
scored in Modified and Midget Cars races. In all events, cars causing a yellow
flag prior to the completion of the first lap of the race may return to their
original starting position. Cars causing a yellow flag after the completion of
one lap must go to the rear of the field before re-starting.
5.35 The red flag will be displayed to halt racing when a serious problem
develops. In a race of more than 24 laps, any car or driver that leaves the
racetrack and goes into the Pit Area may return to that race. In a race of 24
laps or more, a car may leave the track and go into the Pit Area if a red flag
is displayed. The driver leaves the track at his own risk of delay. After a red
flag is displayed, the off-track gates will be opened. Any car that has pulled
into the pits will be allowed back on to the track, joining the field at the
rear of the line-up. The race will be restarted when the track is clear
5.36 When a red flag is displayed, a car must leave the track surface under
its own power, by being pushed by another car in the race, or by being pushed by
an emergency vehicle on the track if it is to re-enter the race. A car, which is
pushed off the track, will be required to demonstrate that it can be restarted
under its own power before it will be allowed to re-join the race. If a wrecker
pulls the car off the track surface, the car may re-enter the Figure-8 race.
5.37 When a red flag is displayed, the flagman will identify the car or cars
whose position or condition on the racetrack required the race to be stopped and
this car or cars will be moved to the tail of the field on the racetrack.
5.40 Starts and re-starts will be double file when less than half the
scheduled laps have been completed. During the last half of the race, the
flagman may call for a double file line-up if more than half of the original
starting field is still in the race.
5.50 The starting position of Late Models, Stocks, Hornets, Modifieds in
most Heat and Last Chance races will be determined by the qualification time
posted by the car for that night. If the driver who qualified the car does not
drive the car in its designated heat race, the car may run in that race, but the
new driver must start the race at the end of the field. The starting position of
Roadrunner, Hornets, and Bomber Figure-8 cars will be determined for most events
by the inverse order of the driver's best finishes in 2005 features. A driver
must have one finish to be ranked. The Race Organizer reserves the right to
change line-up procedures.
5.55 Starting positions for most Oval features for all classes of
competition at the Indianapolis Speedrome will be determined by lining up
cars/drivers qualifying from top finishes in Heat races in the inverse order of
the driver's best finishes in 2005 Oval Feature races. To determine this order,
drivers who have won an Oval Feature race in 2005 will be lined up behind
drivers who have not won; drivers who have won two Oval features will be lined
up behind drivers who have won one, a driver who has won an Oval Feature and
placed second in another will be lined up behind a driver who has won one and
placed third in six others, etc. A driver must have one finish to be ranked.
Drivers with no previous finish in an Oval Feature race in 2005 will be
considered rookies and, for safety reasons, lined up behind drivers with
finishes. A car may only race in one heat. Car/drivers qualifying for an Oval
Feature race from a Last Chance race will be lined up in the order of their
finish in the Last Chance behind the cars qualifying from Heat races. If the
driver of a car that qualifies for a feature race does not drive that car in
that race, the car may run, but the new driver must start at the end of the
field. The Race Organizer reserves the right to change line-up procedures.
5.60 Starting positions for most Late Model and Stock Figure-8 Feature races
will be determined by lining up car/drivers that have recorded qualification
times that evening in the inverse order of the driver's best finish in 2005 Late
Model Figure-8 Feature races and Stock Feature races, using the same procedures
as outlined in 5.55 above. A driver must have one finish to be ranked. Drivers
with no previous finish in a Late Model Figure-8 Feature race or Stock Feature
race in 2005 will be considered rookies and, for safety reasons, lined up behind
drivers with finishes. Cars not recording qualification times will be lined up
behind the qualified cars. If the driver who qualified the car does not run in
that Figure-8 Feature race, the car may run, but the new driver must start that
car at the end of the field. The Race Organizer reserves the right to change
line-up procedures.
6.10 All prize money,
trophies and points will be awarded to the driver of the car. Any financial
arrangement between a driver and car owner must be worked out by those parties
and cannot involve the Indianapolis Speedrome.
6.20 Prize money won in Stock, Late Model, Roadrunner, Hornet Figure 8, Hornets, Bomber
Figure-8, Modified and USAC Midget Cars may be claimed by the winning driver in
the Speedrome Pit Office after 6:00 p.m. on the first evening the Pit Area opens
for the next weekend's Stock, Late Model, Roadrunner, Bomber Figure-8, Modified
and/or USAC Midget Cars racing.
6.25 Stock Class racing is intended to provide a low cost introduction to
professional auto racing and to encourage competitors to learn skills essential
to advance to Late Models, Modifieds and/or Midget Cars.
6.26 The Roadrunner class is a pure economy class designed for rookie
drivers. Any driver with any previous experience in the following classes at the
Indianapolis Speedrome may be ineligible for Roadrunner competition: Late Model,
Stock, USAC Midget Cars, Hornets, Bomber Figure-8, and Modifieds. The Chief
Steward reserves the right to ban any competitor due to racing experience
elsewhere and may ban any driver who dominates the competition. Determination of
eligibility by the Chief Steward is final. Roadrunner drivers who compete in
Late Model, Modified, Midget Cars and/or Stock class during the same season may
be allowed to return to Roadrunner class, pending approval of Chief Steward.
6.27 The Hornet & Bomber Figure-8 Class is an economy class designed for beginning
Figure-8 drivers. Any driver with any previous experience in the following
classes at the Indianapolis Speedrome may be ineligible for Bomber Figure-8
competition: Late Models, Stocks, Modifieds, and USAC Midgets. The Chief Steward
reserves the right to ban any competitor due to racing experience elsewhere and
may ban any driver who dominates the competition. Determination of eligibility
by the Chief Steward is final.
6.30 Protests of scoring of feature events must be made within 10 minutes
after the official posting of results. These protests must be made in writing in
the Pit Office. Only a driver affected by the alleged scoring error can lodge
protests.
6.40 When a race program is ended prematurely due to inclement weather,
power interruption, etc., participants will be paid full prize money and awarded
the related points for every completed event. Qualifications will be considered
complete if no car has been denied a qualifying attempt by the premature end of
the program. A race will be considered complete if at least 50% of the scheduled
laps are run before the race is halted. The "rain check" policy, applicable to
tickets of spectators, will in no way influence the awarding of prize money or
the refunding of pit pass monies to race participants signed into the Pit Area.
When a race program is ended prematurely, the pit pass fee will be considered
"used" if all heat races have been completed. If all heat races are not
completed, the pit pass may be used by the individual to whom it was issued for
pit pass admission to any of the next three events at no charge.
